Can you Dye over Highlights with bleach?

I went to the salon with medium brown hair and i said i wanted blonde pannelling and i wanted it really light kind of like Nicole Richie and i even brought a pic. She didn't listen and gave me a few highlights with the small lines all over. So i had them do it over a week later and they gave me such a hard time i had to pay more money. Now my hair is a dark ash-like blonde color which i am still not happy with. I'm used to being light blonde and this color makes me feel brunette. So what can i do? Can i bleach in some pieces or something to make it lighter? Will the highlights take the color? Or can i just use hair dye from the store to lighten it a bit? Please help!

You can use bleach or (sometimes) a highlift tint to lighten the highlights, but there may be damage. There is no way for me to know what condition your hair is in at the moment so that is up to you.
The safest thing to do is to go to another hairdresser to have it lightened. I know this will cost even more money but it is the safest way.
It may be a very simple process but it takes someone who can actually see and feel your hair.
