It depends on their policy. At some places they ask you to do it by yourself, at some others they can do it for you if you don't feel comfortable on how much area to shave (specially for the bikini area).
The shaved the bikini area and I really preferred it because I had no idea on how much to shave.

you can do either. personally, i prefer to do it at home so you can create the exact shape u want (esp with bikini). also, i prefer to do it 1-2 days before so that there is some very slight stubble, so that the tech can see exactly where to treat.
