yes, you NEED to have the area shaved in order to use laser. it's NOT normal if they DON'T do it on shaved skin.

You need the hair as short as possible because the laser will target the pigment in the hair. If the hair is on the surface or above the surface, that hair will be targeted, too. When that happens, the less energy will be applied to where it is needed -- in the follicle, and the burning of the hair on the surface could cause some burns on the skin.
