Are regrowth hairs usually shorter?

It's been over 3 weeks since my first LHR treatment. I've noticed that on my arms (the area that I haven't shaved after the treatment) most of the hair I see is very short (1mm - 5mm) and thin. It was thicker before. Some of it is loose but some isn't. I have some areas with longer hairs which I think are areas that were missed during treatment.
What's up with the short hairs? Does this mean anything? Is this regrowth? Is this a permanent change in the how the hair is? Or is it going to go back to my normal thicker and longer type hair?

did the hair shed? is this hair that grew in after the treatment and shedding occurred? is this hair that remained after the rest shed? if you pull on individual hairs, do they slide out without resistance?

When it was growing back it never really got long so I couldn't tell what shed and what hadn't grown (or started to come up due to shedding). Also, I don't know how much of my hair actually shed on its own. At first I was pulling out a lot of loose hairs manually here and there. Not all of these short hairs are loose.
Sorry, I know I'm not giving you much info but I'm not sure myself. Could my regular hair just grow back shorter temporarily because of the LHR? I guess I'm just trying to figure out what the average experience is with regrowth or hair that didn't shed.

at 3 weeks, no dormant hair should be out. 3 weeks after treatment, all you should be seeing is hairfree skin after shedding. you would notice shedding if it happened. basically, most of the hair that was treated would fall out. sometimes it can take up to 3.5-4 weeks. if the hair slides out easily when you gently tug on it without resistance, it will shed on it own anyways. whichever hairs feel embedded right now are missed hairs. or, if not high enough settings were set, there wasn't enough energy used to affect them.

Oh that's a bit disappointing . I guess not all the hairs were treated at a high enough setting.
