Hey I was just wondering, in any electroylsis best guess, how long it would take to remove 60 hairs from a shoulder. The hairs are sorta spaced out and pretty noticible. Also, how many times would each hair have to be removed before it was killed?

One session, no longer than 60 minutes would remove 60 hairs or more. Thermolysis would be a shorter time and blend would take longer, but expect at least 60 minutes using either method.
How many times per hair depends on what stage of growth the hair is in, how accurate the insertion of the probe is and if your electrologist sets the timing and intensity correctly on her equipment so the hair releases nicely. You can rid all visible hair in one session, but you cannot complete this area in one session because hair grows in cycles. There is more hair under the skin that is not available to be seen and treated. If the levels are set to maximum damage to a growing hair without hurting the top layers of skin, it will take one time to kill it. Some electrologists may break down a bigger hair gradually, meaning, it might take 2 or 3 attempts to permanently kill it. Each time the hair returns though, it is weaker and smaller, until it is finally done for.
Get it all cleared off and go back in whenever you see any hair that offends you. Over a years time, with some maintenance sessions, you will see results, unless your body is recruiting new hair to grow because of your age, genetics, medications, etc.

Ah so basically like 1 minute per hair then. Because with these hairs, its just like 60 hairs that are black randomly spaced on my shoulder. they never change, ive had them in the same spot for like 2 years now...so i sorta get the impression that once they are gone then other ones wont grow back in different areas. but if its only 1 hour then thats good!

One minute per hair is basically said for a very, slow pratitioner using a very slow method of electrolysis. What I'm saying is you need one session, no longer than sixty minutes. If a practitioner used thermolysis, it would be much, much shorter time per hair. Remember, you still need to get follow up treatments over three hair growth cycles, or 9- 12 months. Then you are finished forever unless your body wakes up more hair or new hair in follicles that were not the initial problem.
