I'm on 10mg accutane a day for the past 2 months and really need a session on my chin as the hairs are coming back through and getting stuck and causing more acne!
I know i shouldn't do this but my skin does seem to be healing faster so would i be ok having another alexandrite treatment on the chin?

Absolutely not. You will burn, possibly severly. The minimum amount of time to wait is 6 months after you have stopped the Accutane. Some doctors recommend waiting 2 years.

Would accutane have any effect on folliculitus seeing as it does have anti-inflammatory properties and gets all the rubbish out of the pores.

I've seen one extreme case of folliculitis that Accutane was prescribed for. And it did help, but my client said she wouldn't ever go through the side effects again. Not worth it to her. But since you are already on it, it may help. But try to shave or clip, rather than tweezing. Tweezing aggravates folliculitis.
