I don't know if it is, for sure. If you are an ideal candidate under the care of an experienced technician, laser is a great way to go. Of course, there are variables even for ideal candidates such as whether you are a male or female (male hormones tend to cause growth of hair) andyour age (the younger you are (male or female) the more likely that you'll have new hairs growing even after treatments. But then, those same variables apply with either laser or electrolysis.
Laser will cover a large area in a relatively short period of time. It will only target hairs with dark roots.
Electolysis has a proven track record and will do any color of hair. However, it is a slow process as hairs are treated one at a time. It may take a minute to treat 5 to 10 hairs where laser will zap them (and more) with one shot.
I personally think that laser is a great way to go to get started. After 5-6 treatments of an area and if the hair has thinned down quite a bit, then go to electrolysis to get the leftovers.
Either way, it is a long process and may take a few years to get the results that you might want. It isn't a "fast food" process where you place an order and get what you want in a matter of a few minutes. It may even take 3 or 4 treatments, spaced 8-10 weeks apart, to actually see some results due to the hair growth cycles. (For me, especially after the 4th, I started really noticing some good results.) So, if you have 4 treatments, it may take up to 40 weeks to start seeing something.
I guess I kinda sorta answered the question in a very indirect way and then some. Please excuse my ramblings.

It's not necessarily better, it's an alternative. It's usually better on larger areas, just because it's much faster and therefore cheaper. On the other hand, it's not as precise, so you might have to finish with electrolysis for sparse hairs here and there anyways. For blond hair, electrolysis is the only way to go. For certain areas, such as a woman's face, electrolysis is also preferred unless you have very thick coarse dark hair and a lot of it. Finally, laser doesn't work on everyone. But then, if everything is done properly, electrolysis shouldn't work on that person either, since it's the same idea that applies to killing hair, in whichever way. But results vary widely. Bad electrologist bad can give you worse results than a good laser tech, and vice versa.
