Answer
$800 is WAYY too much for such a small area. also, using a laser there is overkill and hard target which hairs to hit, i.e shape the area since laser targets "spots" not hair by hair. In addition, laser can cause eye damage, that's why patients are required to wear protective glasses during treatments on any area. So, doing it so close to the eyes is not a great idea, especially if you get treated by an unexperienced tech.
Your best bet is to go with electrolysis. It probably won't be that expensive for such a small area. Plus, electrologists are trained specifically in shaping eyebrows. A lot of people actually get that done. Cost is about $60/hr and you can probably clear an area that small in 15-30 mins depending on the speed of electrologist and what method they use. I recommend you do that. You will need to go a few times since you need to kill hair in every phase, so new hairs will come up every once in a while. It takes about 9 months to go through all hair phases and catch all hairs.
good luck and let us know how it goes.
